TEHRAN -- Iranian Majlis Speaker Ali Larijani has stated that justice cannot be administered without the rule of law.

“Articles 62 to 99 of the Constitution deal exclusively with the legislative branch, and at least 29 other articles are somehow related to the legislative branch,” Larijani said in Lamard, Fars Province on Monday.
Under no circumstances is anyone allowed to dissolve the Iranian parliament, and this is the powerful position that the Constitution has given the legislative branch of government, he stated.
Each and every one of the MPs is responsible before the nation and has the right to express his or her views on all domestic and foreign issues facing the country, the parliament speaker noted.
According to Article 86 of the Constitution, all MPs are free to express their viewpoints and nobody has the right to misquote those views, he added.
He went on to say that the Constitution has attached so much significance to the legislative branch because the people who drafted it believed the country should be governed according to the rule of law.
“The leaders of the Islamic Revolution who wrote the Constitution and put it to a vote (referendum) made a thorough review of history, and that is why the late Imam Khomeini stated that the Majlis is at the apex of all affairs. This means that the voice of the Majlis and the people is taken into consideration,” Larijani added
